The City of Lakeland convened a special-called joint meeting of the Board of Commissioners and the Municipal Planning Commission on Tuesday at City Hall to review the long-anticipated Highway 70 Corridor Study, a comprehensive plan aimed at guiding future development and infrastructure improvements along one of the city’s primary east-west routes.

The study, commissioned by the city and developed by OHM Advisors, provides a framework for enhancing functionality, safety, and aesthetics along the Highway 70 corridor. The plan is the result of several years of planning, prior board direction, and structured public engagement, and is intended to inform future policy decisions related to land use, transportation, streetscape design, and economic development.

Public input played a significant role in shaping the study’s recommendations. City officials gathered feedback through surveys, stakeholder meetings, and public workshops, receiving more than 560 responses from residents, business owners, and corridor users. Common concerns identified included excessive speeding, limited pedestrian infrastructure, and difficulties with access to and from businesses along the corridor.

The proposed plan outlines a series of targeted improvements, including the addition of continuous sidewalks and multi-use paths, as well as intersection upgrades designed to improve traffic flow and safety. It also includes recommendations for access management and more coordinated development patterns to support long-term growth.

One of the most debated aspects of the study involved the potential use of roundabouts at key intersections. While some data was presented in support of roundabouts, the boards ultimately approved the overall plan with an amendment removing any formal commitment to specific intersection designs at this stage. Commissioner Jim Atkinson introduced the amendment, allowing additional time for public feedback and evaluation of alternatives at intersections such as Highway 70 at Campus Drive, Village Market Lane and Chambers Chapel Road.

City officials emphasized that while the study has been approved as a guiding document, no funding has been allocated for the proposed improvements at this time. The plan will serve as a roadmap for future decision-making as Lakeland continues to evaluate growth and infrastructure needs along the Highway 70 corridor.
