Doug Swink and Donnie Culver of Renaissance Development Co. came before MPC/DRC members tonight (7.19.18) with an informal presentation of The Meadows, a residential neighborhood planned for Old Brownsville Road and Seed Tick Road, west of Winstead Farms.

The subdivision of 192 acres and 367 lots would require an extension of Seed Tick Road north, across U.S. Highway 70.
Mr. Swink said they are very sensitive to Winstead Farms and are working closely with their HOA Homeowners Association). “We want to be a good neighbor.” He characterized the new area as family-oriented with a pedestrian trail system and fellowship areas. The goal, he said, would be for residents to walk in their neighborhood, meet their neighbors and gather informally in the covered fellowship areas. He said there are no plans for a community pool, although residents could add that type of amenity later.
Commissioner Wesley Wright said he loved the trails, the boulevard and ponds, added for ambience and not just for drainage. Vice Chair Jim Willis said the plan is interesting, an intriguing place. “I’m encouraged by your presentation.”
Board member Maurice Denbow said the development seemed to take a large subdivision and mold it into small communities. Kevin Hammeran, Board member, asked if the new area would be overwhelmingly large next door to Winstead Farms. Mr. Swink said he would like to invite Winstead Farms residents to City Hall for a similar presentation.
“We want their input.” He said there is discussion of “marrying” the HOAs of both neighborhoods, allowing Winstead Farms to reduce their HOA fees and spend money in their common areas.
With the favorable opinions from the MPC, Mr. Swink said he would like to return to the Board in a month with more definitive plans and make progress to possibly start the development by the end of the year. “We’d love to get started,” he said.
Cory Brady, Lakeland city planner, said he thought that was a good idea to put the development on the August MPC/DRC agenda.
Other business
On the first agenda item, approval of façade renovations for Country Bridge Shopping Center (Sprouts), a motion was made and approved with conditions. The first condition, to reduce the china white color, was removed because it has been done. The other two conditions remain with a third condition added about sign compliance with Lakeland Development Regulations.
Rusty Allen with Fulcrum Construction said he hopes the work on changes can start in about two weeks with work completed in four to six weeks. Sketches courtesy of Mr. Allen.
A final plat for Canada Road Business Park (lots 1 and 2) located at 3035 Canada Road was approved. The action established a right-of-way for the road and lines separating the property.
