At their Thursday (10.18.18) meeting, the MPC/DRC (Municipal Planning Commission/Design Review Commission) approved a Preliminary Development Plan (PDP) with one modification for The Lake District (TLD).

Yehuda Netanel, developer for the 160+acre project at I-40 and Canada Road, said he submitted and refined a huge package to the City with many hours invested in the details.
He expects heavy equipment to be on site Monday (10.22.18) to start erosion control channels prior to Phase I tree-clearing.
The PDP is the second step in the City’s planned development approval process. Following approval of the Plan, the developer will file a phased preliminary plat, site plan (where relevant) and construction drawings for administrative and MPC review. Lots of records will be established following development contract approval by the Board of Commissioners and acceptance of public improvements.
The Board approved but with modifications to #7. Allowed 7′ setbacks but must create strong HOA (Homeowner Association) requirements when dealing with traffic and parking for the alley.

The Lake District is an upscale mixed-use community surrounding a 10-acre lake and waterways, designed as an urban village. It is to include inline and Main Street retail and restaurants, hotels, office space, single family homes, apartments over retail and age-restricted apartments. The initial phase of the project is slated to open next year.
Mr. Netanel has previously said the planned grocery store, The Stock Market, will be the first retailer to open which should be in late 2019. Phase 1 of the construction will be along the interstate and Canada Road.
The grocery is an innovative, first-of-its-kind, only-in-Lakeland grocery store. Along with The Stock Market, tenants already announced include Gould’s Salon and Spa, Osaka Japanese Cuisine, Starbucks and Malco Theatres.

In other business brought before the Board, Scott Nanney, 10147 Long Landing Cove requested approval to extend the height of a planned fence to eight feet (8’) due to topography of his property lines.
City staff recommended approval given the slope of the property, and comparing the elevations of the house to the property lines. It is appropriate to grant an exception to the maximum height requirement as provided in the Land Development Regulations. The Board Approved unanimously.
Applicant Belz Investco GP requested a time extension for Arcadia Planned Development located south of Memphis Arlington Road and east of Seed Tick Road. An A2H representative was present to speak for the applicant. Staff recommended the Board approve the Arcadia PD extension request with the following conditions:
- The BOSC (Board of Sewerage Commissioners) shall review the capacity of Lift Station 21 to ensure capacity exists to accommodate Arcadia flows.
- The BOSC shall review the capacity of the existing sewer interceptor to ensure capacity exists for Arcadia flows, considering other existing and proposed projects in the area.
The Board approved the request with the two conditions.
