LSB meeting: Kelley Hale recognized – LSS audit is “clean” for 4th year

Meeting in the LMPS (Lakeland Middle Preparatory School) library last night (11.12.18), the LSB (Lakeland School Board) and Dr. Ted Horrell, LSS (Lakeland School System) superintendent, recognized Kelley Hale at her last School Board business meeting.

She was given a plaque to commemorate her time with the School Board.  Mrs. Hale did not seek reelection to the LSB.  Her family was on hand for the recognition including her husband, Scott; and children Claudia, 18-years-old, senior; Carter, 15, freshman; Bennett, 13, 7th grade and Britton, 11, 5th grade.

The LSB meeting is typically at City Hall but special meetings were called last night at City Hall by the Board of Commissioners and Industrial Development Board.

All discussion items on the agenda were approved.  Action on the TSBA (Tennessee School Board Association) Day on the Hill was deferred.

Chair Kevin Floyd recognized newly elected Board Member Deborah Thomas who attended the meeting. She was elected Nov. 6th and will be sworn in as an LSB member after the Shelby County Election Commission certifies the votes Nov. 26.

LSB Member Geoff Hicks reported the TSBA adopted the LSS resolution supporting funding for a security officer in every Tennessee school.

From Dr. Horrell’s report:

  • There is snow in the forecast for tomorrow night (11.14.18), and LSS will keep an eye on conditions.
  • Trey Watkins and Clark Province from Watkins Uiberall presented the results from the 2017-18 Lakeland School System audit. For the fourth consecutive year, it was a “clean” or “no findings” audit.
  • Horrell thanked the Board along with Lakeland Elementary School (LES) faculty, staff, parents and administrators past and present for making the National Blue Ribbon Schools Award possible for LES. He noted that he, Principal Joretha Lockhart and teacher Lou Ann Vaught were honored to represent so many at the awards ceremony in Washington, DC last week
  • Horrell recognized Matt Adler and Ms. Lockhart and their staffs (both at the meeting) for the moving and meaningful Veterans Day programs at their respective schools.
  • Chris Woods Construction is buttoning up work on the athletic field project and finishing up the concessions, storage and restroom areas. The site is being stabilized for winter, but permanent seeding may have to be installed in the spring.
  • The cafeteria expansion at LES is out of the ground and brick has been installed. Grading is completed for classroom expansion.
  • Students at LMPS recently took an online practice TN Ready test. Recently received data back and will begin analysis.
  • Flex hours—all but three teachers are finished, and we anticipate them finishing up so that they can take the full week off at Thanksgiving and extra days at Christmas break.
  • There is a full week of Thanksgiving Break next week, starting Nov. 19th.
  • Evaluations are underway. Teachers are making decisions about whether to use the scores assigned by the TNDOE thanks to flexibility granted by the Tennessee legislature in the wake of last year’s TN Ready issues.
  • Finance Director Jessie Rosales presented the findings of an actuarial study by Nyhart of LSS’ OPEB (Other Post Retirement Benefits) liabilities. Based on that study, Dr. Horrell and Ms. Rosales recommended allocating and additional $220,000 from fund balance to fully fund this year’s recommended contribution to the OPEB Trust. Those funds will be taken from the $1.5+ that was added to the LSS fund balance for 2017-18.
  • Eric Plumley presented the results of the superintendent’s evaluation available on the LSS Website. The Board reviewed the results of their self-evaluation which are also on the website.
